looking at the information provided,

The encoder takes 2 characters at a time and combines them:

chr( (ord(flag\[i]) << 8) + ord(flag\[i+1]) )

So each output character = (char1 × 256) + char2

to reverse it and get the flag, i used claude to make this script,
